My lessons learned are not to draw to much power from the Raspberry 3.3V rail. Page 20 of the CM4 data sheets gives you 600mA max current capability for the 3.3V rail (pins 84+86). Your better off using a dedicated camera regulator.
84 CM4_3.3V (Output) 3.3V ± 2.5%. Power Output max 300mA per pin for a total of 600mA. This will be powereddown during power-off or GLOBAL_EN being set low
