Assuming your charger is well regulated (i.e. provides a stable 5v under load) you should be fine without a separate power supply for a 2.5" drive.

The 4B limits total curent to downstream bus powered USB devices to 1.2A (1200 mA). There is no per port limiting so one port could draw all of that leaving nothing for the others.

Don't forget to allow for current used by the SATA adapter too. The only other advice on those is avoid Jmicron nased ones and go ASmedia if possible chipset if possible.

3.5" drive will need an external PSU as they require 12v and 5v. For obvious reasons the 12v cannot be sourced from the Pi.
