You should start posting some picture of what you have and how you've connected everything together. Prepare a fresh OS image on your uSD, make sure to have SSH enabled. Add the proposed timing to the end of your config.txt (and don't make any other changes!), insert the uSD into your Pi and boot it.

Sorry to say but I will not provide any further support on digging out the correct timing for this product! Waveshare documentation/support is very poor/bad as the seem to have three different timings around (wiki/their own overlay/the display spec). So how should anybody know which one is correct?
