Is your CM4 firmware up to date? Have you enabled network install on them by chance?
What if you use one of the CM4 lites mounted on CM5IO and try to run network install with an empty uSD.
With the CM4 lite on CM5IO will you see a boot diagnostics screen when powered up without uSD?
