Has raspi-config been used to insure the correct country code is set in the wireless connector?

Yes, I set the correct country for WiFi through the pre-configuration dialog in Raspberry Pi Imager, desktop GUI and "sudo raspi-config" at least once each throughout my troubleshooting.
