@redvli: very interesting, it does look like a similar symptom.
For me, btop (which is very beautiful, thanks for pointing it out) shows a single CPU clock frequency number sitting at around 600 MHz in "ondemand" mode, which gets pegged to 1 GHz if I set "performance" mode. Did setting "performance" mode remove clock switching for you (it doesn't look from the thread like it did)?
