Sorry you are having issues. I take you are trying to install the RPI OS.
Careful about ordering preloaded SD cards. I just saw one from Amazon which appears to be old (32 bit) with a reference to NOOBS which has been replaced with the PI Imager Installer. You need to determine if you want to use the GUI or not (lite versions). You can also preconfigure SSH and WIFI with the PI Imager.
