For the record, this was never a supported function, which is why it is off by default, cannot be activated via the GUI, and isn't documented anywhere in Pi documentation.
The bad news is that, having looked into it today, it is non-trivial to get working in labwc - as implemented, it relies on a custom Wayland protocol which is only present in wayfire and is unlikely to ever be implemented in labwc.
It may be possible to come up with an alternate way of doing this without the custom protocol, but it's not going to be quick or easy, and I cannot promise when (or even if) it will happen.
For the time being, panel autohide is not supported.
