Behavior: apt-get upgrade would get stuck on the download with "waiting for headers".
Nothing could be upgraded.

Solution: apt-get full-upgrade fixes this problem.

I suspect this was a networking glitch or something similar.

There is no difference between "upgrade" and "full-upgrade" that should affect the download. It only affects which packages are selected for upgrading.
