A Pi5 can use up to 25W at 5V. Does it negotiate something or just silently draw more than 3A if some external USB device makes it pull more than 3A?
As I understand it, the Pi 5 will use PD to negotiate 5.1V 5A if it is advertised as available. If not, it will limit the power output on it's USB A ports to 600mA and will not boot from USB unless the power button is pressed.

There are configuration options to override those limits.
