If you have a direct wired connection between your laptop and the Pi it is separate from eduroam and any eduroam policirs. Maybe NetworkManager on the Pi is doing something strange.If you can teach the desktop from the Pi, then you could also set up a WireGuardv VPN between the Pi and the desktop. After that it would be possible to reach the Pi from the desktop.eduroam is generally (possibly always) configured so one host can't see another, partly in order to reduce scope for pranks.
However, I would expect Connect https://www.raspberrypi.com/documentati ... nnect.html to work, and the Lite variant will give you a remote shell, so should stand in reasonably well for PuTTY.
Another solution is install an extra network card in the desktop and run an Ethernet cable directly between the Pi and the desktop.
Note that neither of the above solutions require any additional network traffic outside the campus area network.
I tried connecting the Raspberry Pi to my laptop via LAN cable (Laptop is connected to Eduroam). I can interact with the Raspberry desktop via VNC Viewer for about half a minute, then the device stops responding and the application PuTTY shows an error: network error: Software caused connection abort (I think it's eduroam policy).
