You're going to be more clear and detailed about what you're trying to do. Both wifi hot spot and bluetooth indicate a remote connection to the pi, therefore a network communication setup is required.

Do you meant you do not want to use a router between the pi and whatever is connecting to it? If so, you don't need one. You can just connect the pi and your laptop/computer together directly with an Ethernet cable.

If you want to use wifi, then you'll need to setup the pi in ap mode.
I don't want to connect it via ethernet, because I'd like to apply this to maybe my phone or something.

Reading between the lines of your posts is what you want ethernetless not network less? There is a significant difference. Both ethernet and WiFi are networks. As are some bluetooth profiles.
