O.K. since you've only one (of each) device(s) there shouldn't have been an issue. Also, if a mouse is wired or uses a "mouse-only wireless or (maybe) bluetooth only dongle again it should be O.K. (i was involved in testing network install and "discovered" the "issues" with dual purposed dongles). IIRC I've experienced similar behaviour to yours (probably with one of the newer mini-keyboard/touchpad devices) but, IIRC, boot was delayed (after a timeout) rather than having to "press a key". It was on either a P4B or my P5, both "testing" Raspberry PiOS "Bookworm" and, AFAIK fully updated bootloaders. Are you using a separate wireless mouse?
so it's 2-in-1, with 1 USB Dongle of course.
(and for this reason, I did not connect a separate mouse)

Hence the suggestion to examine the lsusb and usb-devices data.
