Some keyboard dongles are also mouse dongles (probably to support a touch pad if there is one) and vice-versa for mice dongles.
Are you using a separate wireless mouse?
This mini keyboard also contains a Touchpad,
so it's 2-in-1, with 1 USB Dongle of course.
(and for this reason, I did not connect a separate mouse)

How can this fact affect the problem?
O.K. since you've only one (of each) device(s) there shouldn't have been an issue. Also, if a mouse is wired or uses a "mouse-only wireless or (maybe) bluetooth only dongle again it should be O.K. (i was involved in testing network install and "discovered" the "issues" with dual purposed dongles). IIRC I've experienced similar behaviour to yours (probably with one of the newer mini-keyboard/touchpad devices) but, IIRC, boot was delayed (after a timeout) rather than having to "press a key". It was on either a P4B or my P5, both "testing" Raspberry PiOS "Bookworm" and, AFAIK fully updated bootloaders. However, since I don't really like touchpads (prefer a trackball equivalent), I tend to have a mouse also connected.
Hence the suggestion to examine the lsusb and usb-devices data.
