Troubleshooting • Buster OS on 3B+ board boot problem.

Hi,everyone.
Because some special use,I need to install Raspberry pi Buster OS on 3B+ board.
I use imager utility to install the OS.
I have installed the three following versions:
"2020-05-27-raspios-buster-full-armhf"、“2021-05-07-raspios-buster-armhf-full”、“2021-05-07-raspios-buster-arm64”
But all can not start up,the activity LED flashes 4 long and then 7 short,and then keep looping.
I installed bulleye OS，it works OK，so I think the hardware is ok.
Feel very puzzled.Hope for some help.
