This has literally nothing to do with Pi. Seoul is a modern, vibrant city with all the amenities you need. As a tourist you should check the tourist chatrooms to answer your questions. I don't know what SIM options are available for tourists these days.
There is WiFi everywhere, but lugging a Pi and peripherals around is dumb. Do what you want, but yes, the network is quite stable considering that Seoul could be turned into a sea of glass at any moment.
For navigation, run OSMAnd on your phone for offline navigation. Google maps might not be so bad these days. Daum and Naver have excellent online maps and route planning.
The subway is extensive and excellent. Taxis are cheap. Most signage is in English and Korean.
