Automation, sensing and robotics • 3.3v square wave

I am trying to produce a square wave to power an analogue speedo in an instrument cluster. My oscilloscope will produced a square wave that has a voltage range of 3.3v but when I look at the Raspberry pi range it is only 2.9v.. This is the only difference I can see between the two, yet the speedometer does not respond when the Pi is providing the input.

Is there a hat or a way to get the pi to produce the full 3.3v to a square wave ?
