If so you could try using a dynamic DNS service such as https://www.dynu.com/ (others exist but I've been happy with them).

I've used https://www.duckdns.org/ on and off* for some time. Not have problems and they have setup instructions for Pi though I don't know if those have been updated for Bookworm.

*: Off because my current ISP does offer static IPv4 addresses for a small one time setup fee.
