No, I actually mean it the other way round. Pico is the access point, and the phone is only client, but provides the internet.

I think the phone will not route traffic from pico to the internet and back when it is a client. mobile hotspot means it acts as router/NAT and access point, without that is unlikely to work.

Also the phone when being a client will probably expect the Pico to provide internet and won't use mobile network and/or complain about limited wifi connectivity.
