What BOOTORDER do you have set? Raspberry Pi EEPROM Manager provides a convenient method to view/change BOOTORDER.

If you want the absolute shortest bootloader delay and don't need the option to boot from USB, set BOOTORDER to only NVME.

If you need the option to boot from an SD card instead of NVME on occasion, set BOOTORDER to SD card first, NVME second, leave the SD card in place, and enable/disable SD card booting as needed with sdboot.
