A straight USB to dial-up line modem would be rare, indeed.
I have one which I think was for a Mac and some do still make them - https://www.startech.com/en-gb/networking-io/usb56kemh2

The challenge is in how they present themselves on the host, whether some kind of virtual serial device you can send AT commands to, or something which needs a driver, whether such a driver is available and software which will talk to it.

A USB-to-DB9 serial adapter and a traditional RS232 modem is probably a better bet.

But do you even need a modem ? Perhaps explain what the end goal is, what equipment you have, what you need to get on-line.
