so this indicates throttled due to under voltage but the voltage is not currently low. A transient unde voltage?

You are seeing the sticky bits for:
Power has previously been Under Voltage
CPU has previously been Throttled

but it is not currently throttled.
That just means it throttles sometimes (likely when it's busy).

So you do need to fix your power supply.
