There's quite a bit wrong with those assumptions/requirements but the one I want to address is
we are stuck with Pi 4 for passively cooled solutions.

I've a Pi 5 8GB here booting from M.2 NVMe SSD with the active cooler installed. The fan in the active cooler only runs during boot before the management software starts. I've yet to have pushed it hard enough to turn the fan back on. Obviously as I'm in England the ambient temperature doesn't get much above 20C/68F/293K at the moment.

Also, you'd lose a lot more than the CPU pefrormance by swapping back to the cores from the Pi2: USB 3, 1Gb ethernet, ethernet would be back on USB 2 and shared a single root port with the four USB A ports. Unless someone wants to throw tens of millions at Broadcom to fund development of a new SoC.

And IIRC that particular CPU/SoC/Cores can't address more than 1GB of RAM.
