Apparently, something physically (or logically) got damaged inside the Pico micro and it can no longer "connect" properly to the W5100s chip.

I'm really surprised that something like this could happen.
Most people would be and it's impossible to guess how such a thing might have happened just because an MQTT broker failed and the Pico repeatedly reset. It's particularly odd that both failed in very different ways. My money would be on that having not happened, and that it's something else which is stopping things working how they used to.

But you might be right. To prove it you will have to set aside what you have, go right back to basics, use test case code to determine exactly what does and doesn't work, identify the exact failure mode, then try to determine how that could have happened.
