Any RP2040 or other microcontroller can be used as an I2C or other bus monitor providing it's fast enough to keep up with bus transitions and can handle the voltages used.
It's usually good enough to assume the signals on the bus will conform with the expected protocol.
Designing something which is compatible with existing logical analyser or protocol analyser software makes sense but there's no reason not to create your own software if easier.
