Got me. Sounds like something is a bit askew with however you're creating the netboot IMG or how the system is booting.
Hopefully someone can make sense of what's going on, because I cannot.
If it was on my system I'd start by booting a vanilla rpi-imager-created disk on a Pi to validate how things should be, and then work out what's going wrong with your methodology.
