Not directly. You'd need an intermediate board with a PCIe packet switch. You may also need to have some form of power injection due to the max current available on the ribbon cable (1A) and its lack of 12v.
Current bootloader does not support booting from a device behind a PCIe switch but it should be possible to have the boot partition on SD with the root partition on such as device.
At least it is possible on a CM4.
