It's created by one of the Google services framework applications on the first boot after you've installed GApps. Something fictional wouldn't work for the purpose. Choosing to install GApps is of course entirely voluntary. Is there a way to have our Android ID created at system installation? Or possibly have a fictitious ID that would pass Play Protect?
This would make handling easier.
There's some third party applications you can use on regular tablet UI releases to get the GSFAID. On Android TV it's not possible to bypass the initial device setup after installing GApps so I provided a script for that purpose few posts up. You can also use it on regular tablet UI releases.
