I would start to connect this "max m10s" to another RPI(*) with a fresh SD card with current operating system. As usual, use raspi-config to define the "I6 Serial Port" with 'disable shell messages'. And connect RX-TX, TX-RX but I guess you know this.
Then use minicom to see what the GNSS receiver is sending, you should see NMEA telegrams.
This setup should boot in quite short time. Then add all the other sensors with their software and in between check boot times.
At the end, you have a working setup on a fresh SD card which you could use for your existing system. And a spare RPi for a new project.
Side topic: what is the purpose of having multiple GPS on one system ?
(*) as you have many other sensors connected to your RPi, much simpler to use a different device for this test.
