Is there any way to use Raspberry Pi imager to write an image to NVMe for headless use?
Yes.
In the same way you would use an SD card USB reader to write the Raspberry Pi OS image to the MicroSD card, you can use an NVMe USB enclosure to write the Raspberry Pi OS to the NVMe drive before fitting it to the Raspberry Pi NVMe HAT.
