It's maybe a bit of "hacky" kind of way to achieve this, but maybe you can output the video stream via HDMI, then using one of the many cheap HDMI / USB capture cards; grab the video stream which will then be encoded as MJPEG and available to you through standard UVC via USB. There will be a small bit of added latency ( 100-200ms )
I have not tested this myself, so not aware of any quirks that may arise with this. Just an idea.
I too would love some kind of USB 3.0 device that is strictly a hardware encoder device, where you feed data in -> compress it -> get data back out
