It does seem to solve the problem with the proviso that the volume control applet has to be ACTIVE, i.e. VISIBLE on the panel
if you don't have an active volume control because you have disabled the onbpoard sound and the hdmi sound, etc. the applet does not appear. My solution was to add a usb sound adapter that previously I had disconnected. The keyboard then came back.

Th bluetooth code needs to test for a non available pulseaudio applety befored failing......
