I don't know the details of the exact device that you mention...which of course might be totally different; but, have an action cam that has Wifi on it.
It shows up as a Wifi SSID from the PI.
You just connect to it like you would to any Wifi connection.
No internet is necessary.
It can also be used as a USB camera, in which case, it can either be set up to be mounted like a filesystem or can be used like a webcam ...with appropriate software. I've never tried using 2 cameras at once...But providing you aren't exceeding the bandwidth or power capabilities of the USB ports, I don't see why it wouldn't work.
