The Raspberry Pi 4B can supply a maximum of 1.2A across all its USB ports**. Subtract the power required by any other USB-connected devices (eg mouse, keyboard) from 1.2A and that is the amount left to run your SSD.
Now look at the spec sheet for your SSD and compare its claimed maximum current draw with the value you have calculated.
