Not sure what does this mean
that is a list of every gpio on the chip, the name of the pin, and the current mode
the ID-I2C on GPIO1/2 is active and you have enabled SPI-0.

Add "disable_poe_fan=1" and "force_eeprom_read=0" to your config.txt (in /boot/firmware/config.txt), reboot and check the effect.

Have you enabled SPI yourself, as it is not active on a fresh OS?
