it does not make sense that the GPIO 15 & 16 leds which are attached to the U port to be on the D side if the leds on the right side are meant to depict serial activity on the Debug port... Finally it isn' clear what are the references to GPIO 7&8 for.

I'm not quite sure what you mean by this.

Aren't the GPIO 15 & 16 LEDs used to indicate activity on the DEBUG port and the GPIO 7 & 8 LEDs use to indicate activity on the UART port?

I don't see anything to say that the GPIO 15 & 16 LEDs are connected to the UART port.
