your first stop should always be raspberry os
if it works there, then yes ubuntu could have issues
but if raspberry shows the same then something could be wrong with your setup
while in raspberry os use raspberry pi diagnostics to confirm your media is fast enough to run an os
make sure your using a legit power supply, rpi5 is very particular
