Since this is the bogey, obviously those here will need more information on it. If it is a charger power bank (or a DIY charger power bank with a smart power management chip) then it might behave like a smartphone charger, and not a dumb power supply, and that might surprise the user. It might respect some standard and limit 5V operation to 2A without special signalling to up the V or I and a surge over 2A will shut it down. That's what smart USB power supplies do.connected to a (LIPO) battery via USB-C (5V output)
Testing using a non-smart 5V supply with adequate amps might throw some light on it.
