The business motivation behind this is the right price point.a Pi500 with only 4GB has no reason to be nowadays. it is not a specialized one, to be used for specific purposes, where you can foresee the need of ram. so an 8 or 16 G one wold be a must.
I would say that a CM5 16GB with a 500 or 1000 GB nvme ram, put inside a keyboard case would be perfect. and i do not think would cost more, even less device to put in production.
The Pi400 is a very viable concept. I originally bought mine after realizing the Pi4 was actually a very functional device. Also, before NUMA and all the optimizations, it was faster than the Pi4/8GB, with the added bonus to be able to run off-grid for 8 hours on a cheap powerbank.
BTW, I suspect that the USB 2.0 port on the Pi500 will be gone as well
