Connect it to either an official Pi 5 USB-PD PSU (which will negotiate 5v/5A mode) or to a 5V supply capable to supplying 5A and apply the appropriate override).
The 5V/5A mode is an optional one in the USB-PD standard and many USB-PD supplies do not include it. I suspect that your 65W USB-PD supply is only delivering spec required 5V/3A mode and the Pi is being starved for power.
The pathological case that will pull the full 5A is pinning the CPU and maxing out the USB ports. However pinning the CPU will likely spike over 3A.
