Maybe you did break it's heart.
As far as I know, RP2040 doesn't have anything persistent like RP2350's OTP.
But what can be persistent (like a watchdog timer) is just across soft reset/boot, and that can be very misleading. Make sure you power off or do a hard reset (you know, that notoriously missing button on Pico boards), before and after any heart surgery.
If no success, try to hook a debugger if possible, that can help with flashing too.
