I may be missing or misunderstanding something here, but if your router is handing out the wrong information, then there is nothing you can do to your pi to fix this. I do not use sky as my ISP, but I do have an ISP that regularly changes the external ipaddress of my ISP supplied router, this has never given me the problem you are having. When you take the interface down and bring it back up, dhcp on the pi will request what data to use and as it seems to work afterwards, it must be getting the correct (at that time) information. This would seem to suggest that when the routers external IP changes, the routers 'routing' isn't correct, so I would suggest you go back to sky and ask them.
Sky never heard of this (basic tech lady) so new router sent. Been happening for about 1 month.
