I stream to VLC (on a Win10 PC) like this: On PC, start VLC and Open Network Stream to:192.168.1.151 is my Pi. Stream from the Pi:The Pi is a Pi5 running Raspberry Pi OS (64-bit) "Bookworm" with desktop and a Camera Module V3 wide.
