After living with this issue and further searching for similar instances, I have arrived at the conclusion that something was corrupt in my particular setup. I didnt find any other references to this problem. After 3 weeks or so of experimenting with various peripherals and installing libraries, I overflowed the original preloaded 16GB disk (that i purchased seperately to make my life simple) and the system became unstable then no boot.
Raspberry Pi makes it extremely simple to re-image the OS so I didn't troubleshoot any further.
So for my Raspberry Pi 400, I reinstalled a fresh image of Raspberry Pi OS 64bit and Desktop on a 128GB disk on Sept 18, 2024. The issue I was having with chromium disappeared.

Debian GNU/Linux 12 (bookworm)

Version 128.0.6613.137 (Official Build) built on Debian GNU/Linux 12 (bookworm) (64-bit)
It should be noted for posterity that this problem existed for me from day 1 before I started adding libraries and writing code. If I ever figure it out I will post it. Until then problem solved.
