Advanced users • Make interlacing appear as progressive at the field rate (X)

When enabling V-Sync in anything with the output set as an interlaced resolution, the program refreshes at the full frame rate of the output mode. Is there any way to make the driver or OS pretend that the field rate is the true frame rate of the display, to prevent this? I've seen similar configuration to what I want, however I was unable to get that working with any output resolution other than the given ones (all NTSC, while I'm looking for a PAL output) and it does some ugly line doubling in producing the output (losing half of the actual detail). Is there any way to achieve this, or, if not, how would I apply the other similar solution given an arbitrary resolution?
