The bridge needs connection.autoconnect-slaves 1 set either when creating it or with nmcli con mod [...]
Still seems like odd behaviour to me though.
@BLS: Thanks for pointing me at sdm. Comparing what it does with what I did was a big help in resolving things.
I can go back to updating USB Ethernet Gadget A Beginner's Guide and Network Boot A Pi Zero Via the USB Ethernet Gadget now.
