Your gpsd commands are flawed, the first one you missed out the program gpsd, the second one you have not used sudo.
Also you'll need to stop gpsd first.
But I'm pretty sure for USB connected GNSS devices they just get picked up unless something has changed,/been broken/funny with your usb module.

What is /dev/ttyOP_GNSS
Sounds like your GPS device (as it is a GNSS device that has GPS as a satellite option)
