Perhaps so on Bookwork with NetworkManager, but not so on Bullseye without NetworkManager. I gather NM is waiting for a "carrier" from the attached dongle which is never going to happen (it times out eventually). However, the other device on eth1 succeeds. eth1 is not using a dongle, but is connected directly to an Analog Devices Pluto SDR - which apparently does maintain a "carrier". Again, both devices do connect on Bullseye.So the device is recognised and configured as a network interface. Network Manager is trying to configure it with DHCP, but hasn't had a reply yet.
