Looking at the wheels (this is 32bit target but usually says how it is with 64bit when it tries to do it itself locally on a Pi).
It's never been able to be compiled for them to provide us with precompiled versions via pip.
https://www.piwheels.org/project/pyqt5/ The older Pi's often didn't have the memory to do this locally.
You'll need to cross compile or use the apt version which you say work fine.
Probably best to ask the developers
