I think you may have misinterpreted the documentation history. I don't believe it is referring to the removal of any file server which runs on the Pico W.
You can run file servers on the Pico W using MicroPython. The prerequisite would be knowing what file serving mechanism or protocol you wanted to use to deliver files. I have used a HTTP Web Server on the Pico W which responds to GET requests to serve up files so a Pi or PC can download via a browser or using 'wget' and other utilities. I believe others have used TFTP. Even an MQTT-based file server should be possible.
