I would do it with a Pico W. It's going to be more reliable in that situation, and it means you don't need to have the Pi running all the time.

The program is pretty simple.

Connect to WiFi
If at any time WiFi goes away, restart.
Monitor whatever
If state changes send alert

That's basically it.

What kind of alert do you want? Email is straightforward, but Pushover is nice (very affordable too).

In terms of monitoring, what exactly do you want to monitor? If it's shore power then you can plug in a USB plug pack which just drives an optoisolator. The Pico monitors the optoisolator output, which indicates if you are getting shore power or not. If your battery charger is smart maybe you can communicate with it via a serial port. Or you could literally position some light sensors in front of the front panel LEDs and derive the charger state from the LED pattern.

But, that's just details. Step one would be to determine if you have a reliable power supply for a microcontroller. Step two would be to acquire a Pico W and play with it (probably using Micropython). Ensure you can connect to an access point and send an email. That's the core of it. No point in worrying about the rest if you can't get at least this working.
